Thank you for your interest in the PPP Graduate School at Toyo University — the only master's program in Asia dedicated to the public-private partnership (PPP) model. The program is offered in two distinct formats: a one-year professional course and a two-year standard course. It is available in both Japanese and English tracks. I. Program Highlights & Key Considerations

A. Overview of our Program

• There are two enrollment periods each year: Spring admission (early April) and Fall admission (late September).

• Students can join either the Japanese-language track or the English-language track. While we do not require formal language proficiency test scores, applicants must attend an online interview conducted in the language of the intended track.

• We offer two distinct courses tailored to the needs of prospective students: 
  • The  Professional Course is a one-year degree program open to applicants with either (I) 20 years of work experience or (ii) ten years of work experience combined with a masters or doctoral degree. Applicants for the Professional Course are strongly recommended to consult with the Course Chair before submitting their applications.
  • The Standard Course is a two-degree program designed for those wishing to pursue their careers in the field of PPP.
• To accommodate working professionals, weekday classes are held in a “virtual campus” format combining interactive online sessions with on-demand video lectures in the evenings.
• Saturday classes, however, are conducted in person at our Hakusan Campus. Please note that this is not a distance-learning program—international students are required to obtain a student visa and must reside in Japan for the duration of the program.
• Several scholarship and financial assistance opportunities are available, as outlined under Heading IV below.
• For international applicants whose admission has been confirmed, Toyo University also provides guidance on the visa process and support with housing arrangements.

B. Important Remarks

Before reviewing the application and admission procedures, please take note of the following important points. These may affect the specific guidelines applicable to you based on your individual

circumstances:

#1 Visa: If you are currently residing outside Japan and require a student visa to study in Japan, please ensure your application is submitted at least six months in advance to allow sufficient time for visa processing.

#2 Preliminary Screening: If you do not meet certain admission requirements listed in the guidelines linked below, we still encourage you to contact us. Please email ml-ppp@toyo.jp to discuss your situation, and we will assess your eligibility on a case-by-case basis.

#3 JICA Scholarship: If you are applying through a JICA Scholarship, please note that the process follows a separate application procedure managed by JICA. We recommend contacting your local JICA office for detailed information.

II. Application Guidelines

• Please note that all applications are subject to a non-refundable fee of 35,000 Japanese Yen, which can be paid by credit card.

35,000 Japanese Yen, which can only be paid by credit card.
